KONAMIは、PS4/PS3用ソフト「ウイニングイレブン 2018」、iOS/Android向けアプリ「ウイニングイレブン 2018」「ウイニングイレブン クラブマネージャー」において、元ブラジル代表・ロマーリオ氏が登場すると発表した。
ロマーリオ氏は、驚異的な決定力を武器にブラジル、オランダ、スペインのリーグ得点王に輝くなど、伝説的な活躍をした選手だ。しなやかなボールコントロール、ディフェンダーとの駆け引きの巧さ、ゴールへの嗅覚など、ストライカーに求められる能力を高いレベルで備え、ブラジル代表としても70試合に出場し55ゴールを決めるなど世界の大舞台で活躍し、1990年代を代表する選手と評されている。
ゲームに登場するのは、キャリアの中でもベストなシーズンとされている1993-94年のロマーリオ氏。天才ストライカーの高いテクニックや決定力を忠実に再現しているという。
今作のコンセプト「レジェンドはここから生まれる」（WHERE LEGENDS ARE MADE）にふさわしいロマーリオ氏が「ウイニングイレブン」シリーズに、現役時代そのままの姿で登場。レジェンドと現役スーパースターとの競演を堪能しよう。
